The mission of HIPAA-COW is to:

In addition, use of Medicaid information in the ED Linking Project is further limited by your department's agreement titled Memorandum of Understanding between the Department of Health and Family Services Division of Health Care Access and Accountability and [your agency], a Public Health Authority, for Provision of Medicaid Information.
