Kim R. Pemble, Executive Director
Kim is Executive Director for WIE and president of the National Institute for Medical Informatics. Kim received his MS in Health Informatics from University of MN and BS in computer science from UW-LaCrosse. Kim brings over 29 years of health IT experience including: Vice President of Operations and Development for WHIN, Vice President IT for Infinity Healthcare a multi specialty physician practice, and most recently as VP /CIO for SynergyHealth in West Bend, WI. He is a Certified Professional in Healthcare Information and Management Systems, a member of HIMSS, CHIME, Board Member of the HIPAA Collaborative of Wisconsin (HIPAA-COW), adjunct clinical assistant professor for Milwaukee school of Engineering and is a licensed EMT in Wisconsin. Previously Kim served as member of the Wisconsin eHealth Quality and Patient Safety Board and was co-chair of the Standards and Architecture Committee of the WIRED for Health Board.
Colleen Shields, Project Manager
Colleen has twenty five years healthcare sector experience in program management, project management, training and consulting roles. She has international experience implementing healthcare systems for the National Health Service (NHS) in the UK. Other large scale implementations include the following systems: Clinical Information, Patient Registration, Electronic Medical Records and Electronic Staff Records (ESR). Colleen has a Bachelor of Science Degree in Business Administration and a Project Management Certification – Prince2 Practitioner.
Michelle Salentine, Interface/Application Analyst and Developer
Michelle is the WHIE Interface/Application Analyst and Developer. Michelle has nine years of Information Technology experience, with five years of experience in healthcare settings. Michelle has a Bachelor of Science Degree in Computer Science and a Master Degree in Healthcare Administration / Informatics. She is also a certified HL7 CDA Specialist.
Jim Paddock, Consultant
Jim is an information technology (IT) professional with over 25 years of experience managing strategic initiatives within management consulting, IT management, and project management roles. He has managed multiple projects covering the systems development life cycle, including strategic planning, requirements definition, software evaluation, software implementation, and ongoing support. Jim has worked primarily within the healthcare industry, supporting Electronic Health Record solutions, compliance (HIPAA, HITECH), Human Capital Management solutions, and IT management in general. Jim is currently supporting WHIE, the Wisconsin Statewide Health Information Network (WISHIN), and other Information Exchange (HIE) initiatives.
Michael Gagnon, Consultant
Michael is a Senior Information Technology professional with over 30 years experience in diverse environments including healthcare, defense and academic settings. Michael is currently the president of Health Information Exchange Partners, LLC, a private healthcare technology consulting firm with a focus in Health Information Exchange system architectures, planning, technical assessments, system selection and implementation management for healthcare organizations. Past HIE projects include Vermont, New York, and Michigan. He holds a BS and extensive study towards his MS in computer science from Worcester Polytechnic Institute. He is a Certified Professional in Health Information and Management Systems (CPHIMS) from the Health Information and Management Systems Society.
